Yes; those are Luftwaffe shoulder boards.
They are for a Beamter des mittleren Dienstes [= Official of the medium-level career], Gradgruppe [= Grade group] 9b, rank equivalent to Oberfeldwebel.
The boards have the double colored underlay used by officials; the dark green Waffenfarbe [= branch color] identified officials in general, the Nebenfarbe [= secondary color] the relevant Fachrichtung [= specialization].

Thank you as always HLP! If you dont mind one more query, what exactly did these guys do in the big scheme of things? Some type of gereral admin work?
Jeff
It's hard to provide a brief answer to this as the Luftwaffe's officials fulfilled an extremely wide variety of support roles.
A high percentage of them was of course engaged in administrative work while others worked in various technical or scientific specializations or even served in safety- or security-related fields. Judges/Judicial officials were also Beamte.
The administrative work included the usual responsibilities such as personnel administration and -payment, general legal and fiscal matters, facility management, record-keeping, procurement of provisions and materiel etc.
The more technical and scientific specializations included such highly diverse fields as meteorology, surveying/cartography, psychology, military sciences, electro-technical service, pharmacy, maintenance, craftsmen's services etc.
Then you had the Luftwaffe's own firefighting and forestry services (with their distinctive uniforms and insignia) or the Geheime Feldpolizei [= Secret Field Police].
Finally there were the two distinct specialist groups of the Ingenieurkorps [= Engineering Corps] and the Nautikerkorps [= Navigator Corps] who had a status similiar to the Beamte and fell under the same legal and service regulations.
Hope this helps.
PS: Of course, the Heer [Army] and Kriegsmarine [Navy] had their own uniformed officials as well.
Yes this helps and at the same time adds more questions. I know I will never know though due to this being a long ago gun shop pick-up. I hope to find a good project to work on here in the future that will have traceable elements.
