    This is an insigne for an administrative official [= Verwaltungsbeamter] who would have been engaged in general administrative work such as personnel administration, general fiscal matters, facility management, record-keeping, procurement of provisions and materiel etc.

    (Other categories of officials - judicial officials, technical officials, dentists, pharmacists, instructors etc. etc. had different symbols instead of the chevrons to denote their career group.)
