I have had this for years and was under the impression it was a KM pea coat, but there are issues with it.
It is certainly old and has been used, but by whom is the question? Is it German made and used or other nation made and German used or is it nothing to do with the Germans?
You can see it had lozenge shaped collar tabs and a chevron shaped patch on the left arm which have been removed. The chevron shaped patch is the right size to be a German example.

The lack of lapel buttons holes is one of the issues with it, also the lining is not typical for KM pea coats and the size/shape of the collar tabs is again unusual for KM examples, though I have seen unattached blue collar tabs of this size and shape.
I'd have to say it doesn't look like a regulation KM Collani to me. The collar is the wrong shape, no buttonholes on the lapels, lining is not the regulation type, one interior pocket - should be two and set higher up.
Maybe Reichsmarine ?, or even Handelsmarine, but I don't think its KM.
