    Is Kriegsmarine or merchant navy etc ? or is it even German ?
    Diameter is 1.5"

    No Kriegsmarine connection whatsover: It's post-war, civilian and not German.

    It's one of the various specialist/trade badges [Verwendungsabzeichen] of the Austrian fire departments. This one is for masters of watercraft [Schiffsführer].
