AsI said before, I have no doubts about it, this one in my hands from the time of the USSR, there no any fakes like that was being produced ( in that time there were no reason to make them- a lot of cheap originals, due of total difference between rubles and USD- original SS black stripped tunic was sold for about 100 USD.
The full collection I bought included 75 PAB, chained SS dagger, German Cross, 3 of close-combat clasps and I don't count the awards like IAB, EK's etc- in amount of more than 50 pieces for 300 USD, this unrecognized patch is still remained in my hands....

Like I said before, I don't know what it is but I believe it is original. Yust look at how that eagle is stitched...

Not an expert so:
By the shape, it could be a cap badge from a sailing organisation used to train youngsters before enlistment.
Most Kriegsmarine trade badges had the devices within ovals/circles.
