What do you say about this piece gents?

It's a civilian coat.

The cut of military leather coats resembled that of the normal cloth greatcoats, with two rows of buttons, provisions for affixing shoulder boards, cuff turn-ups (or, more commonly, decorative seams in the corresponding places), a rear-belt etc.
