    I believe the "S" stands for School , but I'm not sure what the "I" stands for , I've seen a similar one marked "KS" for Kriegsschule (Aerial Warfare School). Hope it helps .

    It's not "IS", but "LS". No school connection: "LS" means "Luftschutz" [Air Raid Protection].

    In 1942, the Sicherheits- und Hilfsdienst (SHD) [Security- and Aid Service] was disbanded. Its stationary units made up the newly-formed Luftschutzpolizei [Air Raid Protection Police], whereas the mobile units were absorbed into the Luftwaffe as motorisierte Luftschutzeinheiten [Motorized Air Raid Protection Units], which had the status of a special formation of the Luftwaffen-Baueinheiten [Air Force Construction Units] and thus wore the black branch color for the construction branch.
