It appears to be a breast eagle for uniform. I will give it a cautious thumbs up - better photo will help. NH

I prefer to see them with the highlight stitching done as single stitches rather than as chain stitch, but other whose opinions I respect have previously told me this is a period seen variation.
Other wise the net backing is seen on later war original examples as well as patch king copies.
Whatever its just an opinion.
