Is this Luftwaffe cloth eagle any good?

I have seen this for $20 and it looks like a Luft eagle, not sure if the size is inches or cm though. Sorry pic is rather poor.

Looks like a cap eagle, 4cm rather than 4 inches, which would be huge. I cant really tell from this pic if it is original, but if it is that is a good price. If the backing is black, rather than grey, it is a very good price.
