Based on my very limited experience with cloth, I'd say it's an authentic Heer breast eagle, but I don't think it's a bullion example.
It is a flat wire bullion eagle for the enlisted waffenfrock (dress tunic).

This is a pretty well worn 2nd pattern enlisted mans waffenrock breast eagle. These were mounted on a piece of felt in the shape of the eagle which is pretty well used. Sometimes you can find these on officer tunics.
