It looks dark green to me: but different monitors can make colours look different. I think that is the problem.

A black KM cockade has a different shaped wreath.

No need. Look at the outer ring of the cockade: that is black, and is darkest is the pic, now compare to the backing material, which is lighter, so not black.

As Ade said, bullion heer for peaked cap, usually for officers, or less likely, but still possible for senior nco's, I think.
