These look like buttons from the back of the Waffenrock parade tunic, they support the belt at the back.
As mentioned by Douglas, these were meant to support the belt and this system has been retained for decades. Buttons used as hooks were sewn at the back of Imperial, Reichswehr and prewar Wehrmacht garments like the Bluse, the Rock or the Waffenrock...see photo below...the metal they're made of usually indicates the production era...here most probably the 30's.
