Ergänzungsoffizier is not a rank as such, but a position. When you see someone described as an Ergänzungsoffizier (usually abbreviated to "E-Offizier") he would carry a metal Gothic letter "E" on his shoulder strap whatever the rank, this indicating that he was a "Supplementary" or "Replacement" officer. Those you see described as "E-Offizier" were most often in the older age groups who were former officers in the Imperial German forces who were recalled to service during WW2, as often as not in an administrative field rather than in a combat role.

Actually is the naval form of "Ersatz", if I remember right. As Redcap said-a replacement officer.
