ROA Helmet decal?

Stumbled across this picture whilst surfing the net, as you do ....

My question is what is the helmet decal, as it doesn't appear to be the normal ROA cross?

I've tried to magnify the decal, but its not that good quality picture.

I'll take your eye's over mine then, I still can't see the Heer eagle, but as they say here in the UK, I should've gone to specssavers.
