It doesn't seem like it would be any of the WWII-era medals, because the Adler on the stamp is the early NSDAP type. Wouldn't 1939-1945 medal ribbon be stamped with the later type Reichsadler?

I've searched every German ribbon from the late 19th century onwards and there is no exact match!...

That is definitely not any type of award ribbon and the stripes don't match any award so please discount this theory.

Study the weave and pattern in the ribbon in this thread and then compare to any other award ribbon. The differences are obvious.

This is a strengthening or edging or support/strapping material as mentioned.
