These were worn by students at advanced training schools. There is an identical pattern with an Army eagle.

Bob its nothing to do with training schools, its a naval Luftschutzdienst detachment armband, used by the air protection leader for the passive defence against enemy air attacks in a naval district.

Well I can tell you I refused to buy the Luftwaffe version of this, which in my eyes is much nicer, and in a higher rank, for $165.

In a book I have it says , Navy Graduate at Naval Officers Training School . That what the book says . Nothing about value sorry .

No; naval Luftschutz/ship repair is correct: Navy personnel functioning in air raid protection roles wore armbands identifying their function. There were (at least) eight different ones; the armband pictured above identifed personnel assigned to the Havariedienst.
