Shoulder Board Identification

Does anyone know what branch or service this shoulder insignia if for? The backing is black with dark blue threads in the centre and silver wire with black threads. It is not listed in any of the books I have, is it even Military? Measurements are 110mm x 38mm.

Any help would be much appreciated.

I cannot offer an exact ID, as this is outside my area of expertise, but I can tell you that it is definitely not military:

This is a police-style board of the type as worn by "Meister" ranks, although this particular color combination doesnt't ring any bells for me. It might even be from a post-war state police force.

On my screen the backing and chevrons appear to be the same color as the center. If this is the case it is for a Oberbootsmann im BGS circa 1956 - 1971
