Small German flag or patch

Here is a small flag that looks to have been pinned on. It looks to be the modern German flag, so my guess is that it isn't World War II era. Any thoughts on this would be much appreciated, I know this one is kind of a craps shoot.

Not German, but Belgian colors.
The red sits next to the black if it was a German.
