Hi I found your boots in a German military forum:

Made by Berson Kautschuk GmbH. But the members there also dont know, if the boots used by Wehrmacht, police or civil persons.

They appear to be German Cavalry boots in good condition.
The well worn Hob nails indicate WW II and earlier.

I think also they were used for horses, typical German "Reiterstiefel". A friend of me has a horse and she has boots with similar form. But the nails are not necessarily an indicator for military use. Civil persons were also able to buy these nails in small corner shops for hiking, riding, etc.

These boots are defiantly officer riding style boots, with semi long stems too. The spurs look good as well, but... All spurs look the same as they only rap around a heel. What puzzles me is the metal studs in the sole, yes for marching and perhaps a little general wear, but for horse riding I'm not sure on that one.
Nice boot tho.
