Many thanks. It has a black base cloth which makes me think political or police but I can't find this one on my references.

It's not poliical, either.
It's surely a police board of some kind, either for a state police force prior to the nationwide standardization or from the post-war era.

HPL2008 is right!
It's a post war era West german police shoulder board.
Back in the 50's and 60's the german police already had blue uniforms
and insignia, the Grenzschutz had nearly the same but in green.
But I don't know the exact rank...
