The style of photo would predate the Wehrmacht in my opinion, appears more of a World War I style uniform. I would like to see the whole photo, what is ethnicity of the soldier? If it is African (appears to have dark features), I would suggest perhaps a French or as Rene states, an Italian colonial soldier, the pantaloon-esque trousers can also be associated with these colonial troops.
