He's acting in some kind of auxiliary/support role for the military, as he is wearing a Deutsche Wehrmacht [German Armed ForcesI] armband.

No; no Volkssturm connection.
These armbands were worn by personnel who were attached to the armed forces without being actual members of the military and thus not authorized to wear military uniforms. (You can see them worn in period photographs by uniformed personnel of the Railways, RAD, NSKK etc. as well as by civilians.)
They were worn for identification purposes and to afford the wearers the same rights under the statutes of the Geneva Convention as held by combatants.
