The one on the right is from the Kriegsmarine [Navy]; it's the specialty/career group sleeve badge for Verwaltungsbeamte [administrative officials] of the mittlerer Dienst [medium-level career group]. (The gehobener Dienst [elevated-level career group] had two of the inverted looped chevrons below the eagle; the höherer Dienst [high-level career group] had three.)

Don't know about the left one; certainly of a civlian nature.
