The Gothic "E" can stand for different things. It was worn by Eisenbahn-Pioniere [Railway Engineers] as well as crews of Eisenbahn-Panzerzüge [Armored Railway Trains], in both cases with an additional number below the "E".
The "E" on its own was worn by personnel of the Heeresunteroffizierschule Eutin [Army Non-Commissioned Officer School Eutin].
The white metal "V" devices are from the Kriegsmarine [Navy]; they were worn on the shoulder boards of Verwaltungsbeamte [administrative officials] of ranks equivalent to Petty Officer ratings.
