Why would a "Deutsche Wermacht" armband have a Reichswehr eagle stamp?

Looking at buying one of these armbands and was wondering why they would have a Reichswehr eagle stamp on them?

Haven't received the item yet, it came as part of three of the same armbands. It has a Reichswher looking eagle, definitely no sawastika, but I have seen other similar arm bands with this stamp, including one in the Australian War Memorial. The theory I have heard is they are regional or area stamps and may be early types. The other two arm bands have no stamp but are interesting in that after the war, the veterans that owned them placed badges on them, Heer eagle, combat badges etc, they have since been removed but the "ghosts" of the badges are still present.

After a little research it appears to be a property stamp and there seems to be a lot for sale on dealers sites with both this type of stamp and the TR stamp. Will post pics when I receive them.....
