I don't think that's a Womens cap, I think it is the more common Winter Cap, someone has added that the RS Badge.

I think it's the Women's cap, I have a ski cap to the Regina Rifles in my Canadian collection somewhere, I'll dig it out on the weekend and compare. I think this is a Frankenstein but as Mark said the parts alone are worth way more than $8 so who cares, strip it down and resell it for parts.
