It's an early British MKII Helmets LTD = Mfr'd in Helmet Ltd in Wheathampstead Don't know about the flash but I bet someone here will chime in!

Nice helmet

Red/green are the colours for the pioneer corps, but as it's in a triangle it could be something else too.
