It is WWI, but circa 1917 not pre 1916 I would say. the chinstrap lugs appear a bit odd with one of them having been changed/repaired. British shell s have split logs on the chinstraps not peened over rivets.
No real idea on the writing on it, perhaps flying related?

I've never seen a Liner retaining bolt with a head that large,usually they were really small welded pins.............certainly had some alterations made to it.................

looks like a WW I liner added to a WW II or postwar belgian helmet shell
