If the paint on the outside is smooth khaki green like the inside then home front, if textured khaki green which I think it is, & the lining nut has not been painted then it looks like a nice army Mk2.
Due to miss matching in colours in the early stages of the war plus where they have been stored for the last 60-70 yrs you can get quite a difference in colours.
Here's a selection of army textured khaki green.

    Smooth finish, civilian issue...Textured, Army.

Is this a hard and fast rule?

Pretty much so, apart from maybe 1940 when there was a shortage after Dunkirk & they would have used whatever they could get.

Hi ,looks good sound original WW2 paint on this helmet to me,as said if it has a texture to it,thats a good sign of a combat lid. That said most "home front" but not all, would have small holes drilled in the rim near the helmet strap bales to denote the inferior quality metal. Leon.
