foreign volunteers picture?

Article about: Can anyone help to identify or help to clear up who these men might be. They seem to be in some kind of German uniform but the collar and shoulder markings seem to be a bit odd! Any help wit

    Can anyone help to identify or help to clear up who these men might be.
    They seem to be in some kind of German uniform but the collar and shoulder markings seem to be a bit odd!
    Any help with this would be greatly recieved.

    Question answered they are customs officers.
