ORDERS AND DECORATIONS 1871-1945 book

An opportunity to acquire this book has presented itself.
Two questions: Are the contents valid? I only have the cover pic and a brief description. Considering its bilingual approach, I'd like to think it was THE book on the subject.
Second: What's its "street" value? Right now, the pig-in-a-poke price is exceeding $100. I'm reluctant. And hopeful.
Sadly, books are another addiction, so it's hard to pass up on this copy.
