This one was offered for sale to me today, I´m not a dog tag specialist of any sorts, especially not when it comes to U.S. tags so please tell me what you think about it. Are there any ethical or other concers with this one?

Hi Jan, looks all correct.
It does not appear ground dug, so there should be no ethical concerns.
It should be possible to research the owner.
