I too have always considered these either NSDAP jugend (pre-HJ) or sympathiser buckles. They are not too easy to find. I have a few in my collection and there are many different types....

Hi! That small brass example is a legit period piece...but most collectors consider these to be either early NSDAP Jugend or even simply a piece of "jewelry" that party sympathisers wore.
