Looks like a legit Sieper and Son buckle....though slightly "tired". Not sure about the belt though - looks like it should be paired with an SA buckle.

I agree with Rob and Ben, insofar as you have shown a perfectly original HJ-Koppelschloss.
I may be wrong here and I need some help, however the buckle appears to be a Kriegsmetall example by and as confirmed by Rob, M4/38 being Richard Sieper und Söhne, Lüdenscheid.
Injection moulded "Kriegsmetall" is essentially a zinc based alloy. These buckles were often painted or lacquered silver, silver/grey etc., however the chemical make up of the zinc alloy soon caused this finish to disappear or leech. On very rare occasions however, Kriegsmetall buckles are seen with their original paint or lacquer finish intact. Hence the somewhat dull and lacklustre finish.

Yes....as David has mentioned - it is a late war Kriegsmetal type buckle. Looks like the finish was pretty much absorbed by the zinc alloy on this example.
