There was a multitude of youth organizations in Germany in the years before the HJ, both political and non-political...Boy Scouts, Sports Groups, Musical Associations, Church/Denominational Youth Groups, Stahlhelm Jugend, Wandervoegel, Kolonial-Jugend/Colonial Youth, etc etc....I don't see any identifying clues in this photo...They could be from a non-German country...

Thanks Glenn. I bought this photo with another. The other photo was clearly HJ and I thought what the heck and bought this one too for two bucks lol...
Too bad that the flag behind them isn't more "clear"
I think Glenn is right - maybe they're not german boys
Was there anything else on the pic thay might give us a clue (any letters or numbers on the back side)?
The elder man do wear caps, which were in common use in Germany.
I would not be wondered if the boys are from some sports-group!!
And yes, it is a real pity one cannot see the symbol for the flag.
