    25 years in the veteran association.
    I think it's World War I.
    Though, I'm not sure.

    Tom is correct.....Imperial German Veterans association badge, it is a Prussian rooted association by its black/white ribbon.....I believe...."Fur Treue (25) im Verein" is literally " For 25 years loyalty in the association" It does not have to refer to WW1, but could be for much earlier service.......
