Any guess on this huge flag/banner?

It is at least 25 feet in length, black borders a yellow ground. Thin muslin. One photo shows some glare from our storm door, not on the flag itself. Coat of arms appears to be partially hand painted. 2 large wool tassels with wood interiors to keep it weighed down when hung. We think it may be earlier than Imperial, but any help would be appreciated. Thanks.

Thank you. I actually had seen those images, but I thought they looked different for some reason. Any guess on a value? Condition is very good except for the top portion, where it looks as though it was torn from it's resting place.
