Sorry to say that it's a fake. I have one just like it.
I would love to find an original but in all my years of collecting, I have never
seen an original in person and have only seen maybe 2 or 3 online that I
believe were the real deal.
Originals are rare. Really rare with only about 1000 ever awarded.

Just as an observation, real .800 silver shouldn't have that green tarnish, that is more often found on copper and brass.
And a question , what is this awarded for?
One article I read quoted an award number of 916 however that
has been the subject of debate for years.
I've had my copy for 15 years. It is made from 800 silver and has glass
enameling. Whoever forged these did a wonderful job. Mine is the one
fake that I just can't let go of, but it is fake none the less.
The problem with them is this-- If I were to have bought one everytime I came across
one on ebay or a dealer's site. I would probably own all 916.
