The maker is Sy-Wagner
And the maker of the frame is WMF (Württembergische Metallwarenfabrik)

For the more experienced members of this forum my question may be a no brainer, however, I was curious to know if a consolidated list of makers in order of rarity is out there?
The short answer is no.
The long answer is, there are lists that show some
makers names and / or logos however these list can
be very inaccurate and none that I am aware of list
anything about rarity.
A few of the makers we can say for certain did indeed
make crosses by way of period catalogs or advertising
but the majority are just educated guess.
A similar discussion was brought up once on another
forum and the word "rarity" became very subjective.
With imperial crosses there are so many variables when
you consider the different attachment methods, different
materials used in construction. Many makers used several
different core designs. (KO used at least 4 different cores)
