I agree with Greg, nice B. H. Mayer from Third Reich era.
I just don´t like the case. Have you blacklighted it?

hello Milton,
Your 1870 cross is one that is refered to as a "Jubilee" era cross.
It was made at the time of the 1895 Jubilee. I believe that the
cross has been repaired which is very common for 1870 crosses.
The small ring and ribbon ring are from a 1914 cross. The LV mark is one that we
have seen before however I do not know who that mark belonged to.
One thing to remember with 1870 2nd class crosses. No originals were ever maker marked.
