My great great grandfathers Landsturmschein

I have finally was giving papers and letter that belonged to my Great Great Grandfather. Most I have been able to work out my self with some help.
But this I don't understand. Can some one help me with this.

Thanks for taking the time to look at this. I have letters form his sister if anyone would like to read them. The earliest I have is 1929.
