I was addicted to the "Hokey-Pokey" but I've turned
myself around.
The cross is a typical souvenier/patriotic piece. But look at
the ribbon. It's a 25mm "hand stitched" American flag.
My best guess is that given that the dates are pre 1917, that
this cross was worn by someone in one of the several German-
American social clubs active in the US around that time.

I doubt that the ribbon came with the cross but was more
likely made by or added by the person who wore this piece.
