Default Order of The Black Eagle tinny?

Hey everyone. I came across little guy today. I've never heard of a Breast Order made into a tinny, but I'm confident it isn't a repro because it came out of a large collection of all sorts of militaria that hasn't seen the light of day in the past 40 years.

Anyone have an idea what this could be?

It might be a piece of costume jewelry used for a costume party. It looks to me like the moto is Suum Quique which translates to "To each his own." Dwight
