He's wearing an Ulanka, the tunic worn by the uhlans (as Lebus said). Rank is Leutnant [2nd Lieutenant]

City Bromberg is today Bydgoszcz in Poland. Formerly also Polish, after partitions of Poland since 1772 in Prussia. After re-establishing of Polish State in 1918 back to Poland , 1939-1945 incorporated to the 3rd Reich, after 1945 in Poland again.

It is not an Ulanka, as there is no piping, but instead he is wearing an Überrock. I believe him to be an officer in Grenadier-zu-Pferd-Regt. Freiherr von Derfflinger (Neumärkisches) Nr.3 (Bromberg) II Armee Korps. This is actually 3rd Dragoon Regiment The coat should be Cornflower blue with a pink collar (in a b/w photo they may appear the same) and a cypher on the shoulder strap. The Überrock was the daily business dress for a German officer.
