That was my first thought, I believe the helmets with the plumes are Austro-Hungarian. Possibly just before WWI. Started the "War to end all wars". If they only knew

The clergy in the foreground are Protestant, not Catholic, which would have been correct for Franz Ferdinand's funeral.
I'm guessing that this may be a post WWI funeral.

Franz Ferdinand wasn't the only one to be assinated. This could be pre War like the Funeral of Empress Elisabeth in 1898 or even Crown Prinz Rudolf. The only other thing I can come up with is Franz Joseph in 1915. but the crowds would have been much larger.
