I have no clue.
Measures about 6.5 x 5.5 inches

A wall decoration with the coat-of-arms for Prussia and the name of the province of East Prussia; not much more to say, really.

(I see nothing to confirm or contradict its being from the WW1 era; could be older or newer as well.)
