For sure this is Imperial Russian musicians, both in the rank of NCO's. But not a navy.

As well they are not cavalry, and not Guards. More likely these are NCOs from Infantry or Rifles regiments, but not enough information visible to say for sure.
Unfortununately they don't wear belt-buckles which could help to ID the branch of service, so we can solve the problem by two ways:
1. Check the Russian Army unit locations to find which units were based in cities of Prasnish and Noviy Dvor.
2. Need hi-resolution image of shoulder-boards of these soldiers to read what is inscribed on them.
