The inscription reads: ""Skobelev congratulates the soldiers with capture of village Shanovo and capturing Vesel Pasha, 28 December 1877"
The other three inscriptions I cannot see clearly. The shawl is dedicated to Russo-Turkish war 1877-1878.
Please, tell us what the size and material is? Please, post the reverse.
Such shawls existed, but I cannot comment on authenticity with certainty. Looks OK so far.
I think you should aply usual considerations regarding when werifying autenticity of fabrics. Some other memebers should help you with this.

BTW, Just lately saw on eBay a similar French handkerchief with Remington rifle instructions.
Top-left:

Down-left:
Skobelev is crossing the Danube under enemy fire, 15 June 1877.
Down-right:
Skobelev is riding into the Geok fortress after part of it's wall was demolished by explosion of 78 puds of gunpowder, 12 January 1881. (1pud = 16kg)

Today is the last day of the exposition in Moscow dedicated to 140 years of the war for liberation of Bulgaria 1877-1878.
There are some relevant items displayed including "your" handkerchief.
Unlike "yours", in this speciment you can see the manufacturer lable in Russian and French: Daniloff workshop in Moscow.
It is not the manufacturer I previously was thinking about.
The material: cotton, not wool.
