I've had a quick flip through the Polish section of Guido Rosignoli's little publication to no avail.The eagles do look very Polish though.
Bill might be close with a coat of arms.

hello everyone,

I think this badge was badge circa 1914 and it is an allegory of the different allies : double-headed eagle for Russia, lion for Belgium, rooster for France, Leopard for England. I believe this badge to be of French made.
