Looks like a good 'Pillow Crimp' Vienna design by an unknown maker. I think that one was found marked L/21 on the pin, but there is no supporting evidence for this and is now thought to be spurious. Fischer's your man for these badges and he'll be able to give more precise info than I can regarding this particular type.
